Council Motion 102 was created with an incorrect pre-image.
This council motion will cancel the on-going Referendum 24 and create a new referendum for Runtime Upgrade 1027 that also will be fast-tracked but this time the voting time will only be 7200 blocks (~1 day) to mitigate for the lost time.
